If Lord Salisbury's Ultimatum of 1890 seemed to mark the demise of the Ancient Alliance between Britain and Portugal, the Treaty of 1899 showed its extraordinary capacity for resuscitation. The principal credit for this is accorded to the Marquis of Soveral who, as a negotiator, single-mindedly pursued his object through a decade fraught with perils.
