Hitler committed suicide on April 30th 1945. On May 4th the British Foreign Office contacted the Embassy in Lisbon:

Today's Times contains a message from its Lisbon correspondent to the effect that Portuguese Government have ordered

all flags to be flown at half mast today in mourning for Hitler. Can this be true? 

It was, because Portugal was following protocol for when the Head of State of a cxountry with which Portugal had diplomatic relations died.
